Not every dog needs a winter coat. The American Kennel Club says: "Generally, large breed dogs with thick coats will be protected from the cold." PDSA, the UK veterinary charity, says "Most dogs will be fine with short periods in the cold without any additional layers, but some definitely need a bit of extra warmth!" This guide is for the dogs in that second group: small and toy dogs, short-haired and hairless dogs, clipped dogs, low-slung dogs, and puppies and older dogs, walked in weather that is cold and wet at the same time.

For those dogs, a coat has to do four things. It has to keep water out, keep warmth in, go on over the harness the dog already walks in, and fit, because a coat that is too loose or too tight causes its own problems. This guide ranks seven premium coats on those four points: two Hurtta coats, three Ruffwear waterproof pieces including a full-body coverall, a packable Ruffwear puffer for dry cold, and a light reversible Kurgo layer. Raincoats, fleeces and sweaters are left out.

Which Dogs Need a Coat

The sources agree on who feels the cold. The AKC says small and toy breeds can't maintain their body heat in cold weather, that hairless breeds need to wear jackets outside in the cold, and that clipped or shaved dogs, Poodles included, can become cold quickly. It adds that "Young puppies and senior dogs of all breeds and sizes are more susceptible to the cold than healthy adult dogs." Cornell's Dr. Brian Collins makes the same point about coat length: "Small and short-haired dogs may need coats for short walks in cold, windy weather."

Height matters too. The AKC says dogs that are low to the ground can struggle because their bellies get wet on snow and ice, and that even Pembroke and Cardigan Welsh Corgis, despite thick fur, can benefit from a coat because of their short stature. Those dogs are the case for full-body coverage, which is why the Powder Hound coverall is on this list.

Waterproof, Water-Resistant or Neither

PDSA's description of a multipurpose dog coat is the standard this guide holds the picks to: "A multipurpose dog coat is waterproof, windproof and has a layer of fleece or padding to keep your dog warm." The shells here fall into three groups. The two Hurtta coats publish water-column ratings and say which seams are taped, but Hurtta puts a rain limit on both. The Extreme Warmer III's page says it is "not intended to be used as a raincoat", and the Expedition Parka II's page gives two different seam statements, calls its shell membrane water- and wind-resistant, and says the jacket is not designed for heavy rain. Ruffwear rates the Vert, the Powder Hound jacket and the Powder Hound coverall at 10,000 mm, and lists Bemis seam tape on both Powder Hound pieces; the coverall's page also says its seams are taped. The Kurgo Loft is water-resistant, and the Quinzee's shell sheds light moisture only, which makes it a dry-cold layer rather than a wet-weather coat.

Measure Twice: Girth for Ruffwear, Back Length for Hurtta

The AKC says sizing a coat usually takes two measurements, the length of the body and the girth around the widest part of the chest. Ruffwear and Hurtta lean on different ones. Ruffwear sizes the Vert, the Quinzee, the Powder Hound jacket and the Powder Hound coverall around the widest part of the rib cage, and Hurtta says back length decides the size of its jackets. Kurgo sizes the Loft from a neck and chest chart. PDSA describes measuring length from the neck at the collar to the base of the tail.

The between-sizes advice also differs. Ruffwear says to size down on the Vert and Quinzee but up on the Powder Hound jacket, and Hurtta says to size up on both the Extreme Warmer III and the Expedition Parka II. Get it wrong in the loose direction and the AKC's warning applies: "Jackets also shouldn’t be so loose as to present a hazard where a dog could become entangled in the coat while playing or walking." Get it wrong in the other direction and PDSA's signs show up: "If they bite or scratch at the coat or rub themselves on the floor or furniture, that’s a sign it doesn’t fit right and is irritating them." PDSA also notes that longer dogs such as Greyhounds, Lurchers and Whippets need coats designed for their dimensions. A Coat Is Not a Reason to Stay Out Longer

A coat buys comfort, not unlimited time outside. Quoted by the AKC, Dr. Jolee Stegemoller, DVM, says: "As a general recommendation, if the windchill is below 20 degrees, playtime should be kept short, [in] 15–20-minute sessions, and then give the dog time to warm up inside." Cornell's Dr. Lauri-Jo Gamble gives the signs to watch on a cold walk: "Keep them short and watch for signs of hypothermia such as shivering, anxiety and moving slowly." The Powder Hound Waterproof Insulated Jacket takes the top score, and it is the pick for a dog that walks in a harness. It is the only pick here with full marks on both harness fit and sizing guidance. Ruffwear gives it leash portals on both the chest and the back, which Ruffwear says allow it to be worn over most harnesses, and the AKC lists exactly this among the features to look for: "Other features to look for include a built-in hole for the leash attachment of a harness to pass through." No other pick here lists two.

It is warm, too. Ruffwear describes a sleeved silhouette and a zippered closure for core heat retention, over 250 g of recycled polyester insulation. Its waterproofing is newer: Ruffwear's product page says the current model is "Now waterproof", and this Amazon listing is titled as the waterproof version. Ruffwear lists the shell as "Waterproof 70 denier nylon ripstop rated at 10,000 mm with PFAS-free PU finish and Bemis seam tape", the same 10,000 mm figure as the Vert and the coverall. The jacket's page lists the seam tape as a material but, unlike the coverall's page, does not say its seams are taped, which is why it scores below the coverall and the Extreme Warmer III on weather protection.

The Extreme Warmer III ECO scores 8.9, level with the Powder Hound coverall, and ranks above it on this guide's tie-break because it scores higher on weather protection, one of the two factors this guide weights most. It is the only pick with a top score for keeping water out: Hurtta publishes a water column over 10,000 mm and says all seams are taped. It is still not a rain jacket. Hurtta's page says: "Perfect for winter weather and slushy environments, however please note that it is not intended to be used as a raincoat." That note is a limit on use rather than a rating, so it does not change the weather score, which this guide's rubric bases on the published water column and seam taping, but it does mean the coat is meant for snow and slush, not for steady rain. Hurtta also rates it for outdoor temperatures from +20°F down to -20°F. That is the maker's own rating, not a measurement, but it is the coldest rating any pick on this page carries.

Ruffwear's product page calls it the Vert Waterproof Insulated Vest, and Amazon lists it as the Vert Dog Winter Jacket; this guide's source check confirmed they are the same product. The shell is windproof, waterproof and breathable, a 70D nylon ripstop with a 10,000 mm waterproof rating, over 120 g of recycled polyester insulation, under half the insulation weight of the Powder Hound jacket. The Expedition Parka II is built for the dog that is hard on its gear. Hurtta says it has "the most durable technical outer fabric in the Hurtta collection". That is Hurtta's claim about its own range, and nothing on this page measures it.

It is not a heavy-rain coat. Its spec list gives a water column of at least 10,000 mm with critical seams taped, and the description on the same page says "All seams are fully taped for maximum waterproofing." But the same page calls the shell's Houndtex membrane "water- and wind-resistant" and says: "While the weatherproofness of this updated version has been improved, please note that this jacket is not designed for heavy rain." Where a maker page says different things, this guide scores the lower one, so the parka scores as water-resistant on weather protection, and that is why it ranks fifth. Hurtta says "It is intended for cold winter weather with light drizzles or snowfalls." The Kurgo Loft is the lightest-duty coat on this page. Its Amazon listing title describes a reversible dog coat that is water-resistant and lightweight, with reflective trim and a 2-way zipper for harness access, and Kurgo's own product page lists the same reversible design, water resistance and 2-way zipper. That zipper is how the coat goes on over a harness, and it earns the Loft the same harness score as the single-portal Ruffwear picks.

Cornell's Dr. Brian Collins says "Small and short-haired dogs may need coats for short walks in cold, windy weather." A light, reversible layer fits that use: around-the-block walks rather than long outings in wet snow.

It ranks last because it has the lowest warmth score of the seven and is water-resistant rather than waterproof. Kurgo lists it as water-resistant, not waterproof, and says it is made with "polytech fill" but gives no insulation weight or temperature rating. Kurgo's product page sizes it from a neck and chest chart and says "It's more important to measure to fit neck (A) and chest (B)." It gives no between-sizes rule. When NOT to Buy

Skip a coat altogether for many large, thick-coated dogs: the AKC says "Generally, large breed dogs with thick coats will be protected from the cold." Do not leave any of these coats on indoors. PDSA says "Most dogs won’t need to wear a coat indoors as they can quickly overheat in modern, centrally heated homes." Do not buy the Quinzee for rain or wet snow, because its shell sheds light moisture only, do not buy the Extreme Warmer III as a raincoat, because Hurtta says it is not intended to be used as one, do not buy the Expedition Parka II for heavy rain, because Hurtta says it is not designed for it, and do not rely on the Kurgo Loft for long outings in wet snow, because it is water-resistant, not waterproof. For a Greyhound, Lurcher or Whippet, check the cut before buying any coat here, since PDSA says those dogs need coats designed for their dimensions. And do not treat any price on this page as the price for your dog's size: each card's figure is for the one size and color it names.

Does my dog need a winter coat?
It depends on the dog more than the weather. The AKC says large dogs with thick coats are generally protected from the cold, while small and toy breeds, hairless breeds, clipped dogs, low-slung dogs, puppies and seniors are the ones that struggle. Cornell adds a sign to watch for: "If a dog is picking up its feet or seems reluctant to walk this may be a sign that he/she is too cold."
Should I size up or down when my dog is between sizes?
It depends on the coat. Ruffwear says to choose the smaller size for the Vert and Quinzee and the larger size for the Powder Hound jacket. Hurtta says to choose the larger size for both the Extreme Warmer III and the Expedition Parka II. For the Powder Hound coverall, Ruffwear's general sizing note says to size up for a more relaxed fit or down for a more snug fit. Measure first: Ruffwear sizes the Vert, Quinzee, Powder Hound jacket and Powder Hound coverall by rib-cage girth, Hurtta sizes its jackets by back length, and Kurgo sizes the Loft by neck and chest. Kurgo's page gives no between-sizes rule for the Loft.
Can my dog wear a coat over a harness?
Several of these can. The Powder Hound jacket has leash portals on the chest and back; the Powder Hound coverall, the Vert and the Quinzee each have one on the back; and the Kurgo Loft's listing title names a 2-way zipper for harness access.
